A/C oil filters made in Canada during that period were sold in Canada and in the US so the country of manufacture did non dictate where it was consumed. Legislation requiring bilingual labelling (French & English) didn't come into effect in Canada until 1974. The Canada-US Auto Pact (1964) in effect at that time allowed for the duty free movement of North American manufactured auto parts and vehicles between the US and Canada. For judging, at least Camaro Legends, the oil filter is no longer a judged item (embossed bottom PF filters no longer receive bonus points) so it's not important.
