Getting the old one out shouldn't be an issue. I would use a utility knife and cut the expanded heads off and start drilling holes in the bushing until it is pliable enough to press out. Installing the bushing alone should be fairly easy and then lubricate the bar with a strong solution of dawn soap and press in. The assembly would be after any necessary rust removal and coatings applied to the metal parts.
