The mural looks like something you'd see on a van, but nonetheless, I'd fix the floors, install some different wheels and tires, and drive this one everywhere as-is....
Sounds like the rust is more serious than you'd expect from an Oregon car...seller believes the driver's side rear frame rail needs attention.
