I personally have no problem with the house being responsible for a for holding a seller accountable as to the accuracy of their vehicle. If the seller sells under the "numbers matching" description and it turns out that it is a restamp the seller should be responsible for any arbitration not the house. However, the house should be responsible for putting the process in place because they are making money on both parties.
