I don't have a dog in this hunt, but I will add: engines weren't painted in the final vehicle assembly location.

They were painted at the engine plant, so if it was painted wrong that it where it occurred.

Perhaps an alternate theory could be suggested that the engine was painted correctly for what it was but the wrong "pick code" (broadcast code) sticker was affixed, allowing it to travel through the assembly process undetected.
