Cars provided by the DPG would normally have an Arizona M plate; cars from either Milford or the Tech Center would have a Michigan M plate.

I recall that California did not have "reciprocity" with Michigan/Arizona when it came to plates, so they may have been playing it straight in this case. Or maybe the cars were provided by a California zone office.

In any case - we used to just blow right through when doing press shows or powertrain testing in California, without regard to which plates were hanging on the vehicle.
