A couple thoughts here:
a) The chrome front bumper (or "endura delete") was available as an option on the '68s, to help overcome production issues with the endura front end, and was forced on vehicles destined for hot climates.
That first year we had our new Springmist Green '68 we drove it to Florida, and we had difficulty driving it through some of the towns because people were mobbed around it to look at that endura front bumper.
We had that bumper painted and repainted probably 4 times the first year we owned it, due to paint adhesion issues.
b) I saw Jim Mattison at a Pure Stock race where he was campaigning that dark '69 Ram Air car he had at the time. He had a steel bumper on it painted body color while he was finishing up the proper endura part; it was very discreet but the reason I noticed is because it fit so nice. It was also quite a bit lighter he said, and he even toyed with just leaving it on there, but I'm pretty sure when he sold the car he had installed the correct endura part back on it.
