True but the 1969-70 Boss 302 used a Windsor block. While the Boss 351 used the entire Cleveland, block, heads and all. So theoretically, Ford could have de-stroked the Cleveland block for the '70 Boss 302 and thus met homologation with the Cleveland in its entirety. Now if the 351C was not quite available at the start of 1970 Boss 302 production in late '69 (something tells me it wasn't) then that may explain why Ford never considered such a thing. And this is where we all disappear down the rabbit hole
