The 12-bolt cover with the "cut out" at the 10 o'clock position apparently was first used on the 1970 Camaro to accommodate the 3975504 clip/bracket. The 3975504 clip is listed in 1970 Chevrolet Parts Catalog (Jan. 1970) in Gr. 4.686 for 70* Camaro models where the asterisk (*) indicates an exclusive new 1970 part. GM # 3975504 is also listed in other 1971-1975 Chevrolet parts catalogs for 1970-1975 Camaro models and in 1971 & 1973 Pontiac Parts Catalog (Sept. 1970 & Nov. 1972) for 1970 & 1970-1973 Firebirds.
Based on this the GM part number for the 12-bolt cover with the "cut out" issued to 1970 Camaro models at the 10 o'clock position is 3976857.
According to Chevrolet Parts History GM # 3852998 was replaced by GM # 3976857 in May 1970.
