Based on my experience with 70 Chevelles I have always interpreted the orange stripe to confirming that it was balanced. I see this color all the time on 70 shafts and the third (or sometimes 4th) stripe is most often orange. I say 4th because it was common for Kansas City shafts to repeat one of the two colors such as pink blue pink. The orange stripe is often much further away from the other stripes as well.
