Good news...I should have waited 4 more years so mine would be 25! The compliance issues have nothing to do with where the car is built, just which market it was built to comply with. However, as you stated, the 25 year rule makes everything good! I guess I am getting really old...I was thinking that a 1986 was a fairly modern car! Sorry about that...
