Jeff, first thing is that's how they came from the factory. When installed at the engine plant weather Tonawanda or Flint the timing cover and oil pan bolts were silver plated. The corner bolts on small blocks were plated in Black. So I've always brought them back to their original condition. Plus even though they get painted this is extra insurance for Corrosion Protection for a restored car
