That's just it, Zone #26 is all Florida dealers including Miami FL and Zone #23 largely Oklahoma.
Again anything's possible but being the town happens to be named Miami Oklahoma, it's certainly easy to see how things could get mixed up w/ Florida codes.
If it matters to you, it may be best to get the NCRS to check again including asking what they have for 23-650 and they'll resend the report if anything different than what they gave you already.
That all said, love your L79 car and best of luck backtracking its history!
