He could offer 250.00 and leave him his # if he ever changes his mind. He is on a budget. I don't have a problem with the seller wanting money but Scott has already stated "resto has gone slow due to life and limited funds". It sounds to me like the 2K is not something just sitting around. I would spend the 2K on other things like getting the car done and worry about the paperwork later. I don't think it is going anywhere.
