The number on the block face is the casting number and the 4 digits on the front are usually the last 4 of the GM part number. I'll see if I can find out what '1947' is in any of my reference books.
Timing mark relative to keyway looks to be in the right spot for a 69-on application and as the guys have said, the short spokes are typical of later service replacements and 1970's factory style balancers.
