Rick's exactly correct and the best way to think of it is, vehicles <span style="text-decoration: underline">shipped new across the Canada/US border in either direction</span> had their VINs and RPO info etc recorded thus info available today from Canada Vintage services.
This means regardless of being built in Canada or the US also whether shipped to a Canadian or US dealer, if it crossed the Canada/US border new on route to the delivering dealer than the VIN and RPO info were recorded.
That said, running any VIN through Canada Vintage services and gaining the RPO info means nothing as far as documenting any car until you can prove without a doubt that the car is THE original vehicle and not a rebody.
Not saying the subject car is or isn't anything it's claimed to be but too many Copo and other desirable cars have been built around Canada paperwork so a thorough inspection by someone reputable also knowledgeable about these cars is absolutely necessary before considering any VIN w/ Canada paperwork originally and truly belongs w/ any specific vehicles.
