The B L are likely located close to each other and the B is not likely part of the assembly date code. The placement in my Baltimore list indicates either a 01D or 02A assembly date code. The 21 may be 02A, with the 0 covered by the tag rivet. A photo of the tag would help. It is possible that there could be additional numbers following the assembly date code and this could indicate a special order vehicle.
