Don't know that there is a definitive answer to this. But... the reset corresponded to the time frame when 70 model year production started on the other lines. Camaro & Corvette 1969 production was extended through Nov and Dec. respectively.
That is also when the blue VIN sticker started showing up on the door. Corvette guys always call that BDY number the "ident" number. My guess would be that GM needed a way to track all the cars subject to the 70 model federal standards, and resetting was the easiest way to do that.
My late 08A car has 100381.
