As an ex used car dealer, I bought a lot of totaled cars in my day. Some of them sat a long time before they were repaired and the easiest way to get them to look good was to do an all over paint job. The complete paint wasn't that much more than a partial and the time was about the same. Let me tell you about a friend that bought a totaled 70 Z28 with 3000 miles in 1970. 10 years later when he finally finished it he had someone spin the oddo up 30,000 miles cause a 10 year old car with 3000 miles just wouldn't look right. C'est la vie.
