Are there any cracks in the wheels? What is the condition of the lug holes? What are the center caps made of metal/plastic?

Wheels are expensive to have restored. Provided your wheels are in decent shape and the caps are restorable (that is what really makes these unique), I would recommend taking a crack at them yourself. You'll want to figure out what they should look like when they are done - look for old ads, period photos, brochures, etc. Check out this site too. Start off by cleaning them up real well getting all of the dirt off of them so you can really see what you have to work with. Post photos of your cleaned rims/caps and I'm sure you'll get some good input from folks who have restored wheels before.
