Car dealers, classics and otherwise, when they get a car put as little as possible into it to make it passible and get the biggest profit out of it. That is the nature of that business. The only cars that you may find in great condition at a dealership will be there on consignment. Owners are the only ones willing to spend the money on a proper restoration own it for a few years and take a hit on the resale.
