I saw evidence of this firsthand yesterday at the junkyard. There was a very nice 95 Dodge Ram Van sitin in the front lot waiting to be processed. It had new tires on it and even still had the dealer used car tag hanging in the window.
I'll bet we hear about the scams related to this "idea" for a long time.
