The vin tags are painted separately and do not typically match the dash paint, sometimes they are black, sometimes color painted.

Mark, I don't agree - you may be looking at a body that had an interior repaired in the in-line repair booth after color. I was there (at Norwood) in '69, and the interior color was shot in the second prime booth, and masked off after the second prime oven, prior to entry to the first color booth. The package shelf corner pieces were installed prior to interior color, and were raw metal, which is why they rust.

The VIN plate process varied from plant to plant, and sometimes within each plant; sometimes they were black, and sometimes they were interior (dash top) color, painted prior to installation. The VIN plate and reinforcement were Chevrolet parts, and were installed after the windshield (which was installed by Fisher Body), with the rivets shot from below, as shown in the Assembly Manual.
