Hard to tell if it's one of the thinner 1965-66-67 released,or the much heavier 1970 released steel plate.Probably the earlier thinner,seeing as what time of year that was.
It's not really incorrect,as both designs were out there at that time.They might have just picked up whatever plate was on a shelf and took off.Not realizing we would be magnifying these details decades later.The 69 issued "Putting You First,Keeps Us First" was probably sitting on that very same shelf too.
