Through 1968, the timing index line on the outer ring was exactly in line with the keyway; when the new long-water pump accessory drive came along in 1969, the timing index line was moved 10* counter-clockwise from the 1968 position, along with the tab on the timing cover. Attached photo shows both index line positions on the balancer.
