I have seen that list in Colvin's book and questioned it. It doesn't make sense to waste paint on a motor that might fail at test. Not to mention, it would make small leaks hard to detect.

The Flint V-8 assembly sequence in CBTN is incorrect; Flint engines were painted AFTER hot-test. I spent a lot of time at Flint V-8 when I worked next door at the Chevrolet Pilot Line - a friend of mine ran the Piston Department.
