on a 69 camaro what color was the black out on the lower rocker panels satin or flat

More of a satin. It was unpolished lacquer in its day. Temp & humidity determined how glossy it was, but never flat & never full gloss. Only done on cars with Style Trim Group....Joe

All 1969 Camaros were painted with Du Pont products. The specific product used was Lucite, an acrylic lacquer. In the Du Pont 1969 General Motors paint chart - exterior colors, striping colors - there is only ONE code for black: 99L. Even Cadillac used it.

There is a notation:

NOTE: Unpolished Lucite will generally produce a gloss comparable to original interior semi-gloss finishes. If lower gloss is required use up to ½ oz. Du Pont 4528S Flattening Compound to a pint of unreduced color.

99L is also listed as a semi-gloss interior color. 4428L is listed as a flat interior color, probably used on the top of the dash mixed with a suede additive.

That means no matter where you find black paint on the body of a 1969 Camaro, it is the same stuff. The rocker panels and SS 396 rear body panel weren't polished.
