Does Phil bench test the carbs before sending back?

Yes, Phil has a flow test bench for the carbs before he sends them back.

Yes, and if you pick it up in person, he will bench test while you watch.

I just received my 4053 back for my black RS/Z. It was rebuilt 20 years ago by Phil and performed flawlessly. Just wanted a refresh and as always perfection!!

The Qjet for my Camaro is shipping out to Phil tomorrow.

Just reinstalled and amazingly not one adjustment was required. Even the idle was perfect and it performs flawlessly.
