HTML = Hyper Text Markup Language

Why do you want to turn it on? Because you see it is off? The "forum format" that SCR chose to use does not allow you to access the HTML code. It is always off and can not be changed

None of the sites I'm on (or own) allow html in the forums. Phishing, redirecting your site elsewhere, breaking the layout of your site, causing your site to be inoperative, cookie stuffing, and trojan/virus/worm transmission are all some of the things that can be done if HTML is enabled for users anywhere on your site.
