Anyone know how long both of these states keep historical VIN records?

Kansas doesn't have a set cut-off date. They have a lot of old records on microfilm, but their archives aren't complete. The only way to find out for sure is to send in the VIN you're interested in and cross your fingers. Don't know about Missouri.

Some 26 years ago,I wrote a letter to the state of Missouri asking for history on my 1970 Chevelle.
I sent them my VIN #,a photo of the car and $20,and an SASE and hoping that was enough and that I sent it to the right place.
1 month later I got back a manila envelope full of Xeroxed B&W pages of 1970 Kansas Leeds plant assembled Chevelles & Elcaminos VIN #'s,all built before & after my car,all in sequence,as well as my photo & SASE back.
I guess they were lazy & just sent me all the had on that 136370K VIN sequence.
It shows my Chevelles 1st owners name,address,date purchased,town they lived in,taxable horsepower,title number as well as a repossession a year later and by what bank & their address.Also the 2nd owners name,address,mileage,etc. & when bought from that bank.
Interesting that it shows all the taxable HP ratings,so I figured out the engines installed in all of these,from 6cyl. to 454 LS-6.I've had very good locating some of these cars over the years and discovering what they really aren't today,as well as helping present owners too.

About 4 years ago Kansas had copies of my 69 z/28's original mso and first few titles until it left the state. Car was purchased at R&M Chevrolet in Joplin Missouri but immediately went to kansas which is why they had the mso. good luck on your search.

I think you mean R&S Chevrolet on 4th & Main in Joplin Missouri.
An extremely small Mom & Pop Chevrolet dealership that sold some pretty hi horse iron back then.
That's where my Chevelle was sold new from too.

I used to have a buddy that was from Iola, KS, not too far from Joplin. His dad was a regular at Mo-Kan back in the day. That area was a hot bed of musclecar activity back then.

Kind of Spookey in a way.I did notice a nice headlamp beam patern on the drive vehicle.
I got Missouri DMV info on my 72 Hurst Olds that was sold new in Overland Partk, KS to the first owner in KC,MO in 1997. Micro film copies of all titles and transfers plus a microfilm copy of all about 25 Cutlass Supremes and converts also from the same page on the film. Wrote to DMV in Jefferson to obtain info.

i think the privacy laws have changed, in missouri i think you have to be licensed to request those numbers...that was a decade ago i recall now...

When i did my orange 400 Bird vert, i had to find someone with a license, and was lucky i had a friend that submitted the paper work..it cost me 30 bux for the missouri people...took about a month....

I talked to the orig owner on the phone...he was 80 and was still in the white pages....STILL lived in the same house etc..He bought the car for his son, because the kid couldnt afford insurance in his name....we talked about the car for 2 hrs..nice old guy...hs kid got married...and you know the rest of the story...i had all the owners names from 69 til the late 80s and that guy junked the car

Most large volume and multi make dealers will have a title specialist. That person has access to DMV records and That person will be Authorized to get info. This workrd for me with Oregon DMV. A little appreciate reward for that person goes a long way.

But doesn't that person @ the dealership leave electronic footprints like everyone else?
And doesn't he have to answer for it like everyone else?
And if that VIN# is not one that the dealership is buying/selling,what's his non monetary justifiable excuse?

Partially closed - it all depends on how each state interpreted the new law in 1996. Some states were already 'closed' as Big says, so it wasn't a huge shift while other states did go from 'open' to 'closed', but some states simply added a few extra hoops - and if you know how to navigate them you can still get some really good information. I believe MO is one of those states, as is PA and especially MD.

I received a note back from the Missouri DMV. They noted they have everything on file from 1968 forward. As Marlin stated though, you have to know the right hoops to jump through to get the info.

Attorneys in the house? Use a public information request using the department or state forms and process. The normal title search may be closed but use freedom of information act or sunshine act and see what that generates from them. If they got it they generally have to produce it. Can't imagine they would deny and fight over a title copy release in court.

The individual state DMV forms provide the right check boxes - it's knowing which combination to check! That's the hard part. Once you figure that out, they will send it to you. Many states will blacken or literally cut out previous owner info, while others require multiple part forms that need notarized. It's not fun, but with patience you can still get positive results.
