I'd assume the body colored wheels were painted with the lacquer body paint. Else the paint supplier would have to provide a small supply of colored enamel.

I am sure a company like GM, that makes million of cars, could figure out how to put lacquer on top of enamel primer. Since lacquer dry's in a minute, a thin layer, then final layer would work |
