I'll have to check but my guess would be Chapman, they were popular in the Chicago area, back in the day. The 20 on the hood flange is neat, probably 20th week sheetmetal https://www.yenko.net/ubbthreads/imag...lins/dunno.gif that looks like it lines up with the vin#.
See if you can find a stamp on the inside trunk structure, center forward ?

Those locking Hood locks were sold thru E&R ......(Belmont and Racine)
