These days you can't register a regular plate unless the car has a production VIN. So if a car has an experimental VIN you have to run an M plate, if at all.
I would have assumed this car had an experimental VIN or maybe just a GM property tag. Maybe not. Or maybe the rules have changed.

That photo is from 1969. It is possible Bill Mitchell drove it back and forth to work as he did with all his other running concept cars. So it may be his personal plate that he slapped on the car. |
