I’ve never seen this style full wheel cover on a ‘66 SS 396.
Is this correct?

Also what years could you get the wheels painted body color?

Lee has already answered the wheel cover question. '66 and '67 Chevelles only came with body color wheels if built with dog dish caps. If a wheel cover option was chosen wheels were gloss black.
Also on this car, the top half of the valence panel, above the stainless trim, should be argent silver, and the grille extensions should be blacked out to match the SS grille.
