When Don Yenko installed the Magnum 500 14X7 wheel on the 1970 Deuces,did he use the Bolt on Center cap #3956770,or the later design spring clip cap #3983323?

They were bolt ons.

bolt on's. Two little bolts from a small envelope that was tucked into one of the caps.

Actually, neither of those are correct. the part number Yenko ordered was 35859, it was not a GM part number, but rather a MotorWheel part number, as the caps were purchased direct from them rather than through GM. Yenko bought these in complete sets of 4 in a box. He then added his own "Y" center decals over the Magnum 500 logos. Some cars didn't get the Y's originally, and were sold new with caps as shown below.

I think it was mentioned in another post awhile back, but its also interesting to note that they didn't bother to remove the Magnum 500 logos, and the thin foil "Y" decals allowed the raised Magnum 500 logo underneath to show through.

Did Motorwheel make those bullet caps with a Spring clip also,or was that GM that revised the design from the earlier Bolt on?

The 70 Camaro Z-28 15" (and possibly the Camaro/Nova 14" Rally) Wheel used a Stainless Jacketed Steel Lugnut. The 2nd Design sold by Chevrolet with same part # is a different shape than the 1970+ 1st design......just adding this reply for those that might possibly be interested...
1970 Originals had TALLER Crown....see pic !!!

The taller crown version is what came on the deuces, except in chrome. As you can see in Chuck's pic, the two nuts are very different. Is that tall crown nut in the pic chrome by chance? If it is, then that's probably what we need. We were believing that Yenko used aftermarket lugs of the day, which is why we could not find them!
