To me, it looks like a 8 -837 or a B-?37. Is this the date code? It does not make sense to me.

It looks like L.28.8---->Dec. 28th, 1968

that date would make the motor a 427 High horse motor as you mentioned it is a 4 bolt main block. Great motor https://www.yenko.net/ubbthreads/imag...iggthumpup.gif
a 4 bolt main 427 for a 1969 Chevrolet means it came in a special car thats for sure.
